继TikTok之后,美国再下狠手!微信、支付宝等也要遭其封杀

强买了TikTok之后,美国政府针对中国 科技 公司继续作妖。

当地时间8月5日,美国国务卿蓬佩奥在政府官网上宣布美国建立“清洁网络”(Clean Network)的五大措施,并点名包括华为、腾讯、阿里巴巴在内的多家中国 科技 公司。不仅禁止安装中国的应用程序,而且进一步限制中国公司的云端系统进入美国市场。

受此消息影响,腾讯、阿里巴巴、网易等互联网巨头股价急速下挫。

业内人士认为,腾讯、阿里等中国企业的云服务在美国的占比本身就很小,微信、支付宝更是以中国为主战场,所以美国的这些举措对腾讯、阿里的影响较小。

01美国五大净网措施

1、取消中国通信公司在美国的营业执照,即吊销“不受信任运营商”在美国开展业务的牌照,剑指中国移动、中国电信等中国通信公司。

2、美国国内禁止中国apps,即在应用商店里,下架“不受信任的APP”,比如抖音海外版(TikTok)、微信等。

3、禁止中国手机预装美国apps,即不允许“不受信任的手机”,安装“受信任的APP”。主要是针对华为手机,该政策禁止通过华为手机预装或者下载美国流行的APP。

4、禁止中国公司提供云服务,防止通过云存储泄密。主要针对阿里、腾讯、中国移动、中国电信、百度等,试图封杀他们在美国的云服务。

5、禁止中国公司竞标海底电缆。防止信息通过互联网海底电缆泄密。该政策直指“华为海洋”,虽然华为已经把这家从事海底通信服务的公司卖给了亨通光电(600487),但持有亨通光电的少量股权。美国显然是要对华为,执行赶尽杀绝的政策。

并且在写其中,蓬佩奥点名,要美国的APP从华为手机上下架。蓬佩奥称,美国应该阻止华为和其他不受信任的供应商预先安装或下载美国最受欢迎的应用软件。美国公司不应该与华为往来。

此前,特朗普周一限令收购TikTok的谈判必须在9月15日之前完成,否则他将在9月15日把TikTok赶出美国市场。蓬佩奥在当天强调,美国将很快采取行动,并有充分理由删除中资应用程序,“这些母公司在中国的应用程序,像TikTok、微信等,都严重威胁到了美国公民的个人信息安全。”

除此之外,他还认为阿里巴巴、百度和腾讯旗下的云服务收集美国人的个人信息和商业知识产权,包括新冠疫苗的研究等,因此也要禁止中国的公司在美国提供云服务。

而该措施的公布也表明了,在勒令抖音海外版(TikTok)在45天内卖出的事情尚未有眉目,美国已经迫不及待地发动了第二轮打击。而且这一次涉及的企业面更广,影响更为深远。而他也将直接导致:中美在互联网、电信服务上脱钩。可能在不久将来的中美,是两张网,之间只会有“有限的连接”,甚至可能互不连接。

02黑名单

除此之外,美国还宣布“5G干净网络”的黑名单。美国的“5G干净网络”是由多个国家与企业共同建立,寻求关键通讯、云、数据分析、移动APP、互联网和5G技术的安全,但在这个网络中的任何一个国家和企业都不得不使用任何来自“不可信IT供应商的设备”(比如华为和中兴通讯),以“确保最高的安全标准”。

而据相关报道,美国国务院网站日前公布了一份所谓“5G干净网络”(5G Clean Networks)名单,宣称目前全球已经有27家运营商在5G网络建设中放弃了华为和中兴设备,从而构建了“5G干净网络”,确保了“最高的安全标准”。

其中包括:美国三大电信公司Verizon、ATT和Sprint,以及阿拉斯加地方电信公司通用电讯(GCI);加拿大三大移动运营商Rogers、Bell、Telus;英国电信公司O2;西班牙电信(Telefonica);挪威的挪威电信(Telenor)和艾斯电信(Ice);瑞典电信(Telia);芬兰电信公司Elisa;波兰电信公司Play;澳大利亚电信(Telstra)、Optus;日本电报电话公司(NTT)和KDDI;韩国三大电信运营商中的SK电讯和韩国电信(KT);印度的Jio以及中国台湾的中华电信与远传电信等。

总而言之,就是在这个计划中美国不仅明确了黑名单来禁止中国,还有一份白名单来拉拢其它势力。换句话来说,就是只要你听话,跟中国保持距离,没有使用华为、中兴的设备,美国就会把你的运营商列入白名单。如果一个国家(或地区)跟美国一起禁中国企业,那么美国就认为它是“清洁国家(地区)”,会把这个国家整体列入白名单。而进入白名单,才可以获得美国的“国民待遇”,才可以和美国有正常的生意可做,才可以谈合作。

蓬佩奥表示:“我们呼吁世界各地的政府和行业中的合作伙伴加入这一日益增长的潮流,以保护我们的数据免受和其他恶性实体的侵害。根据我们的公民数据建立一个干净的堡垒,将确保我们所有国家的安全。”

当然了美国的目标,显然不仅仅是以上这些国家和地区,它会不断扩群。等它巩固了基本盟友之后,就会蚕食中国的传统盟友,比如拉美国家、非洲国家和东南亚国家。

03美国将取消中国联通等4家公司营业执照

蓬佩奥当天的新闻发布会上表示,他同司法部长巴尔(William Barr)、国防部长埃斯珀(Mark Esper) 等官员一同,敦促美国联邦通信委员会(FCC)撤销和终止授权中国电信、中国联通、Pacific Networks Corp及其子公司ComNet (USA)等四家家公司在美国的往来电信服务。

受此消息影响,中国联通、中国电信股票一度下挫超2%。
